In order to use the upgrade function from Windows Vista to Windows 7, the Windows 7 version needs to be in the same language as the original Vista install. The display language does not modify this rule.
If you have installed your vista in any other language than English, your Windows 7 Upgrade must be made from a disk with the same install language; if you would load your Windows 7 in English anyway, you need to do a clean install.
Laetitia Paris has tested this and the above rule applies. Using the English Version of Windows 7 Ultimate will have the advantage to be much cheaper than the French version. On Windows 7 Ultimate and Enterprise you can change the Windows Display Language. It runs then like a French Windows version or any of the 36 Language versions available.
